Judge Tow allowed a prosecutor to commit misconduct in open court. The original Judge (Gilman) failed to correct the behavior and/or hold the prosecutor accountable. Upon overturning the conviction on appeal for prosecutorial misconduct, Judge Tow refused to identify the prosecutor.
